Our method
Nav lighting failures are almost always water in a fixture or a connection in a wet location. We rebuild the termination properly, drain and seal the fixture base, and support the cable so it stops working itself loose.
Where the vessel carries a nav light failure alarm, we verify each channel actually annunciates on lamp failure.
